• Establish Value Management Study Objectives 
• This objectives form the basis for maintenance of Value Study focus, particularly during the workshop 
• Identify and prepare background material 
• It immediately identifies key issues, are of conflicts, assumptions by various parties, etc. 
• It also begins the process of identifying functional requirements of the program or projects. 

The information phase provides the opportunity to explore the total project rationale, questioned from a functional viewpoint, with the intent of seaching for alternative solutions to provide the client with best value for money. 

THis is the part of the information phase to identify assumnptions that have been made in the project developement from all stakeholders points of view.
